A New Era of Youth Administration Through Information Technology & Real-Time Monitoring
Youth administration is being comprehensively restructured through the integration of fully digital and modern technologies, with the aim of ensuring transparency and accountability in government project implementation and delivering services more efficiently.
The Ministry of Youth and Sports and the Department of Youth Development (DYD) are jointly implementing a long-term Organizational Development Plan (ODP), driven primarily by the modern information technology infrastructure of the EARN Project.
One of the key steps in this reform is the establishment of Union Youth Information Centers (UYICs) at the union level — the most grassroots tier of administration. Through these centers, all youth development services and information will be delivered directly to the doorstep of rural youth. Simultaneously, a comprehensive web portal and Management Information System (MIS) cell have been established under the project, where all data related to the 900,000 beneficiaries — including national identity cards or birth registration details, family background, educational qualifications, and training progress — will be stored and managed.
To ensure project transparency, field-level officers have been provided with smart devices directly linked to the central portal. This enables real-time monitoring of attendance and activities at training centers. In addition, the youth portal is being directly linked to major public and private sector job portals and employment websites, enabling trained youth to access employment opportunities from the country's leading industries immediately upon completing their training. This technological revolution is expected to serve as a milestone in building a modern, data-driven, and accountable youth administration.
